Well, I normally use the 'Paper' tool in Paint tool SAI for the lineart and shade and usually I adjust the 'Blending', 'Dilution' and 'Persistence' ( below the brush selection ) according to the effect I'm trying to achieve. I avoid using the 'Blur' because whenever I use it I always blur things way too much, colors get all mixed up and the drawing pretty much looses tridimensionality.Basically that's what I do. I could go into a more detailed explanation but that could take quite a bit, which is why I' thinking on livestreaming or something of the like, hope that helped for now.

Well I remember drawing since I was really young, but that everybody does, right? If you're talking about drawing anime, it was probably when I was 8.
You could have even started drawing at 13, age does not really matter. So long as you enjoy drawing, because sooner or later people always evolve and get better. Some take more time than others.

I use the wacom Bamboo fun. Honestly, I don't think there's a need ( for now at least ) to buy one of those pro A3 tablets. So long as I can manage with the pen and back and forth buttons, I'm fine
