I use Adobe Illustrator. The first thing I do is make an outline, in this case the hairline, with the pen tool. I place hat in it's own layer and lock the layer. Create a new layer and using the pen tool I make the letters. Then I pick colors according to the character, mood, or style!

Well basically for Ps you would do the same thing as I said for Ai, with just a few tweaks! You can either create the shape of the letters with the pen tool and convert the path to a selection then fill it with color... Or you can use the text tool and type your text with a selected font and then convert the text to a shape and edit it.
