the silver age supergirl did not wear her uniform under her clothing, She had a lip stick case with her uniform jammed inside. Superman gave it to her for ( her 17th?) birthday.

I take it you're not that familiar with Silver Age Supergirl?Β
Silver Age Kara did indeed wear her costume under her clothes, except for when she was wearing a bikini or other too-revealing clothing.Β Even when she was wearing a t-shirt, the strip would explain that her costume's sleeves had been rolled up.Β She did this from her introduction in 1959 through to her death in the mid 80s.
The lipstick was given to her in Action Comic #270 -- you can read it here -- and was only to be used when Kara needed to hide her costume quickly.Β The lipstick never appeared again AFAIK.Β The linked site has plenty of other Silver Age Supergirls published after Action #270, and you can see that she continues to conceal her costume under her street clothes.Β Indeed Action #271 and #272 both feature examples.

Yeah, I had second thoughts after I posted the comment. I have fond memories of all those old comics reading then as a kid. Wearing your uniform under your clothing always seemed so stupid to me. And A girl wearing the same uniform day in and day out. But then again, she did go through a few different uniforms, especially when she got her own book.
