What do you want to draw? Humans or animals? In case of humans there are a lot of tutorials already. I think when you have no basic knowledge yet, trying to copy a picture is a good start to get a feeling of the proportions. And don't try to learn too much at once. For example you can start with the head, which is already very complex, so maybe you can also break it down intro eyes, ears, nose and mouth. This is a nice tutorial for constructing faces Face Tutorial , and when you feel comfortable drawing a face from the front, you can start drawing it from different angles. Also, feel free to use references. This one, for example, is a good guide Angles of the Head

That's not too bad, I especially like the first one So, in case you want to draw servals, I would google them and just try to copy them. It might be good to practice the real anatomy, before stylizing them.
For drawing apps, I don't know many, but I use Corel Painter, it's really nice and you can use different brushes and layers. If you pay 3-4 euros you get more brushes and a bigger canvas. It's not necessary, but a nice add on
