He was bred in a laboratory that is trying to create Ebola vaccines, but so far, they are only able to restrain them like that in some cases, he also has a muzzle, but he usually gets rid of that as often as he can.

It was more like introducing skeletal muscle and bone components into the petri dish, ones that are supposed to form around the viruses as a way to keep them from infecting, because those are the only two parts of the body that Ebola viruses are unable to infect.
