In all the computers that are in my house, we get paint.Net as a lil' art boost. Pretty nifty really...
I might be using Sketchbook as a current replacement of Paint.Net until I become bothered to actually use it (meaning draft, outline, editing outline, colouring, shading, finishing touches and there!)...
