Well, I don't know what system you have, but since I use a mac so I only use mac based programs. I use a program called Paintbrush (I'm not sure if it comes for windows but its suppose to be similar to ms paint), and for animations I use a rather unstable program called Pixen.

If you don't have a mac, however, I hear some people use graphics gale, although its rather old.
