Thanks! I use Paint Tool Sai for my work (:

I have a tutorial on how I do the glow for my adopts here: fav.me/d5a8p7j

And on my main account I did some palettes for neon hair (That doesnt requite luminosity layers) so that might also help you as well: fav.me/d6lmc1x
