Ohhh, for resizing images? I use Adobe Photoshop. Usually just crop the image first, then go to Image ~ Image Size and just fix it to the size you want.
As for the art program... I don't have the site offhand, but if you Google: Paint Tool SAI, I think you should be able to find it. ^^
