Oh, Ok...

*step one* hover your mouse over the icon. The words "epichighfiveplz" should pop up

*step two* you should know that the way you make any icon on deviantart is by putting ":icon" whatever the profile name (yes, those icons are actually profiles and those words are the profile name xDDD lol) then just a simple ":"

So (if you put it without spaces) it would be : iconepichighfiveplz :

Without spaces:

lol. Well, if you hand draw things you should use a scanner to put them on your computer. Otherwise, try taking a picture of them and plugging your camera to your computer. If you want to draw on the computer, I suggest SAI . It's a very good paint program that you can use either a mouse or tablet to draw with. Izzy draws all her drawing usually with a mouse, they're amazing.
