It's probably fine if you upload a photoshopped image from Google, just make sure you link back to the original picture in the Artist's Comments, if you do.

I really don't know either. <.< I'm not so much of a technical artist myself. I'm more of a writer. But a lot of the better artists here do tutorials and stuff.

It's fairly simple, once you get used to it. Do you see the tab at the top of your page called "Journal"? Look right underneath that. That list is where you access anything and everything you want to personalize your own deviant art (commonly called devArt, or dA), website. Click "Submit Deviation" to submit artwork, or writing, of your own. Make sure it's entirely your own creation, though. Plagiarism is not tolerated here. What sort of art do you do, if any?
If you're not an artist, per se, the best thing you can do is browse the creations of others. You can just type something random in the search bar up there, or start at the main page, looking at the newest or most popular deviations. Commenting and adding things to your favorites can get you connected to other deviants. Don't spam comment (leave the same generic comment on every page/deviation that you see), because you can get in trouble for that. If you like the work of a specific deviant, you can visit their page by clicking on their user name above their deviation, and at the top right of the page, there will be a link titled, "Watch this deviant". It's another good way to connect to people and make some new "friends".
It's pretty simple beyond that point.

i am only 13 so i am doing a little bit of everything, mostly illustrator and photoshop
