Pokemon questions- why does the Cleffa that I hatched sparkle and have green ears? What is the HP of a Arcanine? Where can I get Lightening/Electric stones in Crystal?

That Cleffa is very, very, very valuable. It is a shiny! There's about a 1 in 4,000 chance of getting one, which is really rather lucky.
PokΓ©mon stats are always different, so it's impossible for me to tell you what an Arcanine's stats are - it depends heavily on level, EVs, IVs, etcetera, etcetera. However, Bulbapedia says it has a base HP of 90 - which is pretty good. That basically means that if it is a completely average Arcanine at level 1, the HP would be 90. It'll probably be a lot higher for you.
Bulbapedia says this on Thunderstones: "In Gold and Silver (meaning Crystal as well) they are given away only by Bill's Grandpa if he is shown a Pichu when requested. In PokΓ©mon Crystal, they are also given away by Lass Dana." No idea where Lass Dana is

Anyway, yeah, supposedly in Gold/Silver/Crystal the first egg you get has a higher chance of being shiny. Regardless, it's still pretty lucky.
In the Lake of Rage is the Red Gyarados (which, ironically, is another shiny. Treat it like a legendary - save before you battle it, and make sure you don't kill it. The Bulbapedia article on it is here: [link]
And Onix evolves into Steelix if traded while holding a Metal Coat. So, not really that feasible.
