i recommend paint tool SAI and ms paint!
ms paint is very simple and easy and a good way to transition into the digital art scene.Β
you can do a lot more with SAI, but it is a bit more complicated/daunting for a beginner artist to learn, so this one requires a bit more patience! paint is free and usually pre-downloaded onto your computer. SAI isn't free, but here's a pirated version >:3c

hi hi!! i'm so sorry for how late this is but i just started school so everything has been crazy around here.Β
for character design:
firstly, think of a general shape for your character. circles = huggable, nice, might be for dumber or younger characters in particular. triangles = smart, cunning, maybe a bit shifty- energetic! squares = strong, sturdy, secure and probably a little intimidating. for example, my character morning uses a lot of triangles (head, legs) while my character butterkit uses lots of circles (head, ears, body).Β
and, of course, don't be afraid to exaggerate! even if the character looks ugly or "too cartoony" for your liking, it's much easier to tone down a too-much design than make something out of a blank canvas.
for lighting/backgrounds:
the less layers, the better. i honestly recommend just going over reference images/stock photos with a brush, colorpicking exactly, and just seeing how the forms take place. (obviously, don't upload these or try to sell them as your own! this is practice-only). another good idea for lighting/contrast is to do your picture in grayscale. no colors, just values. you'll figure out pretty quickly what does and doesn't have a clear silhouette or if the shadows or too strong, the lightsource is too scattered, yadda yadda yadda.Β
