I like to think that there is a bit of a divide between liking an artwork for its content, and liking its artwork for its execution. If the topic of the work is offensive, masterful execution won't save it. If the execution isn't the best, the threshold for how easy it is to accept the quality as "good to me" gets bumped up a lot when the content is exactly what someone loves.
To put it as an equasion:
Personal_Quality_Assessment = (Quality_of_Execution * Content_Enjoyment) + Content_Enjoyment
Which is basically a longwinded way of me saying I LIKED THAT PIC
