Go to the roof first and talk to the judge and he will give you some advice
Ask all the Elsens on the first floor and if I'm correct, one of them will give you the number to the correct floor
If not, keep going through the floors that the Elsens say and the papers will also tell you some things

I need to get past the one that wants a six-digit code for a secret elevator.

If you go to floor 02584 there is a chest of Abbadon's meat and the other chest opens a battle and after the battle you get a luck ticket.
Floor 10258 3/4 is where you tell the Elsen the code.
Would you like me to tell you the code if you are too stuck?

I was about to tell you that I found out that Floor 02584 was a storage room that I found just before I saw this! I got the luck ticket as well, and I may figure it out.

You must tell the Elsen at the desk the code
