Not a bad idea, and I understand your viewpoint, but I figured that since the kaiju are technically still connected to the hive mind of their overseers, and they can and will follow such precise orders as "go kill this one guy" without argument, they fit more into the Lawful slot. We also learn a bit more about the Suits in the EU material, and it's heavily hinted that they have no delusions that the Wall will REALLY work - they're just doing whatever they think they can get away with to accumulate more for themselves, while still looking good so they can get re-elected.
