This guy is one of the post-Empire villains in my Earth-1780 universe. Pretty much that world's fusion of Blizzard, Iceman and Snowbird.

Name: Doctor Ice
Real Name: Robert "Bobby" Drake
Powers and Abilities: Excellent hand-to-hand combatant, Advanced scientific mind, Can generate intense cold from ambient moisture in the air, Uses this cold to generate ice, hail, freezing rain, etc., and uses these for whatever purpose he chooses, including making walls, slides, ice missiles, and ice webbing, Can either summon or transform into any animal that lives in Arctic, Antarctic or Subarctic temperatures
