The F-22 is too precious to waste on NASA- any program to test the aircraft, will be under USAF management.

Very true just now. Perhaps this is a look at the future, an older F-22 being used for NASA experiments, rather than testing of the aircraft itself, like they do with the F-15/16/18 today.
