effect:
If this card is Normal Summoned: You can banish 1 monster from your Main Deck, and if you do, this card's name becomes that monster's, and replace this effect with that monster's original effects, also this card gains ATK/DEF equal to the original ATK/DEF of the banished monster. You can only use the effect of "The Comic Man" once per Duel.

This card is not an instant win by banishing Horakhty and wouldn't be as strong as Vennominaga at all. That is pretty nice!

I feel like he should be a toon or divine creator type monster card just to make it more accurate of what he did and he can break fictional rules to attack directly because he is the creater

proposed effect:
Special summon one "The Comic Man" monster from your hand, deck, GY, or is banished to your field in face up ATK position.
For the rest of this turn after this effect resolves, you cannot special summon monsters except "The Comic Man" monster(s), also "The Comic Man" monsters you control can attack your opponent directly and your opponent cannot activate cards or effects in response to your "The Comic Man" monster(s) effects or attacks.
You can banish this card from your GY: (quick effect) Banish all "The Comic Man" monsters you control until the end of the turn, You do not take damage the phase this effect was activated in. During the End Phase, return those monsters banished by this effect to the field also, shuffle as many of your banished monsters to the deck up to the number of "The Comic Man" monsters banished by this effect that were able to return to the field by this card's effect. Your opponent draws 1 card and gains 500 LP

Idea for fan made Archtype:
True HERO
True HERO S-T-Man (Stan The Man)
Same effect as the card, except it's a quick effect. Execpt that it works for the HERO archtpe. and as a special effect, if it's removed from the field, special summon 1 HERO monster from the extra deck ignoring its summoning conditions.
True HERO - King Kirb (Jack Kirby)
Once per turn (quick effect) you can banish 1 spell card that specifically lists "HERO" in its card text. This effect card gains that spell card's effect until the end of your opponents next turn. This card can be used as fusion material for any HERO fusion monster. If this card is used for the summoning of any of the following fusion monsters it gains these effects:
E-HERO: This card cannot be destroyed by battle or card effects.
D-HERO: This card cannot be targeted or destroyed by card effects.
Evil HERO: This card is unaffected by your opponents card effects. Once Per turn, you can move this card from the extra monster zone to an unoccupied main monster zone.
Vision HERO: This card is unaffected by card effects during the battle phase.
