Backstory:
Ten years after the Gotham Unified incident, Harvey Dent remained in his position as District Attorney and gained a reputation for effectively serving justice. He became friends with billionaire Bruce Wayne over a year before the Children of Arkham's attacks. During a trial against mob boss Sofia Falcone, Dent arrived late and suggested flipping his father's lucky coin to see who presents first, causing tension with assistant DA Rachel Dawes.

Dent's case was built around the testimony of a mafia daughter, accusing Sofia of taking over organized crime and killing her father. After the trial, Dawes made Dent promise to play fair with Commissioner Jim Gordon. Dent and Gordon discuss shutting down the mob's funds, but their conversation reveals a rift due to Dent's past investigation of corrupt officers within Gordon's unit.

At a dinner with Dawes and Wayne, Dent defends and idolizes Batman, believing him to be a necessity in these dark times. Wayne offers to throw Dent a fundraiser, and Dent promises to never desire campaign donations again.

Dent proposes a plan to the mayor to break the mafia's hold on Gotham. However, the plan comes with a warning that anyone who took pay from the mob would turn against the District Attorney. During a memorial service for Detective Flass, the Black Mask and his goons attempt to kill the mayor and Gordon. Dent interrogates a captured thug and discovers the Black Mask's next target is Dawes. Batman intervenes, advising Dent not to jeopardize their prosecution against the mafia.

Dent goes before a crowd to explain Batman's offer to turn himself in, but demands that he be arrested instead. Dent is set free after the Black Mask is captured, but is captured by a corrupt cop working for Maroni. Dent and Dawes are trapped in a warehouse rigged with explosives. Batman saves Dent, but Rachel dies in the explosion. Dent is left with a desire for justice against the Black Mask and Batman.

Dent sets up a Special Crimes Unit to rid Gotham of all costumed vigilantes and villains, partnering with Anarky and Lady Arkham. He campaigns to be Gotham's new mayor, receiving funding from Wayne. He hires Deathstroke to get rid of Batman, not knowing Deathstroke is masquerading as the leader of his SCU. Dent is out-maneuvered by Batman, causing public opinion to turn against him. On the day of his election speech, Bruce Wayne is apparently murdered, and Dent is forced into a war against the Black Mask and Batman. Dent is severely injured by Black Mask, causing him to adopt the persona of Two-Face and seek revenge against Batman.
