When I was scripting 17 I wasn't thinking about the two characters other than Cloud who would ask to race in the original game, namely Cid and Tifa, and so I just had Cloud pic two characters to come with him since I needed everyone to accidently leave Sephy and Yuffie alone.

It was pointed out to me later that Cloud should have taken Tifa and Cid, since the three of them were the only ones that chocobo raced, so I decided that rather than re-script 17, (Cid could have taken Vincent's place with Cloud, but I don't see Vincent getting excited about playing arcade games with Barret.) I would just make Cloud forget.

After all, don't we all enjoy poking fun at Cloud?
