Unfortunately you can't you can't make circles or squares easily either.

Are you thinking of getting SAI or do you already have it?

Oh thanks ^^ I do the outline on SAI by selecting the image with the wand tool; clicking selection> increment a few times; and then filling in the area in white

I think the texture is from this pack ^^ [link]
