uhmm i just figure it out using photoscape .. because im bored nothing to do... and i dont know what i used an effect ..sorry ..

no i made it ... look my facebook [link] im just trying to make a picture more like an instagram photo so i just figure it out myself with photoscape im not lying .. i remember one of the effects i use .. BLUR .. and put a margin and a frame .
