This was made using SAI paint tool~

Some things to note:
-This drawing can be done with or without layers, such as luminosity, however the glowing looks better when applied
-This is a very basic drawing, it really only requires the airbrush, blur and pencil tool
-It is possible to use different variations of colours, the ones I used are just an example
-The cloudy borders of the picture is just a effect, not part of the tutorial itself. it is possible to achieve this with a brush called "spread" Or any cloud brush in photoshop if you have it
