This tutorial would work in any art program that has comparable tools.
Even early versions of Photoshop can manage this, but it may be a pain to set up your brushes
So I recommend using photoshop 7+, and of course a Tablet

Is there any way you can make this into a downloadable brush? It seems every time, I have to go and manually change my brushes to have this effect. Kind of irritating. Beautiful, though.

but im stuck with GIMP that doesent have brush editing functions that are that deep.

I really want to get into painting but my tools won't set up properly.
I've gone through several tutorials to get my brushes like theirs but they don't adjust like the brushes in the tutorials do...
I don't know why and I can't find a set of them to download.
