Because it's quirky. It's different from most of the stuff on here, and I as an artist find it pleasing to look at.
I would usually say that people can't appreicate art because they themselves are not an artist. Lookinga at your work, I can see YOU have talent. So I don't understand why you don't think this deserves a DD. Just because it's a style you don't like or something, doesn't mean it's any less worthy.

I just think that DDs should be more than 10 minute sketches/paintings. It doesn't imply much effort has been put in, and DDs are supposed to be really outstanding works, or so I thought...

DD are works that the mods liked and felt like showing here. There's no specific criteria for it, and no where that I've seen have they ever claimed there was. When you have your own site, then you can decide what goes on it... Heck, use your own dA journal for works that you think are worthy. People here run their own features all the time.
And FWIW, some people can create unique, striking works of art in 10 minutes. Out of all the DDs today, this one caught my interest the most.

Yes. I can see your point. But sometimes, all that is needed is a sketch to show something special. In this case, I think there is something compelling about this. Maybe it's the lines of the figure. This artist knows the human figure. That's knowledge that 90% of the artists on here do not either have, understand, or care about. I've been browsing `b33lz3bub 's art, and I appreicate it.
Again, it comes down to different tastes. The featurer of this could see something in this that you cannot.
