Captain Marvel Adventures v1 #3 1941 Fawcett
Frankenstein-ed together from animal parts and a mostly human body by Doctor Sivana
According to Sivana Beast-Ruler has “... the strength of a gorilla, the swiftness of a serpent, the fighting skill of a tiger...”, a “... brain that holds the cunning of a fox, the bravery of a lion, the memory of an elephant...”, and was powered by “... the life-force of a thousand beasts!”. Sivana also made him look like a combination of Ron Perlman as Vincent and Tarzan (complete with leopard-print y-fronts).
B-R fell in a river and disappeared but I figure if he could take a sock to the mush from Captain Marvel he wasn't in a lot of danger there.

Now, mind you, I've only read this one in fiche so I may have not seen it as intended, but it looked like Tarzan with a black cat nose. He had fangs and sometime claws, I think... I went a little further with the beast thing and really don't want to think how much time I wasted on the leopard-print and man-scaping. The loincloth looks better than the pampers, believe me.
