This article was posted recently, calling everything a hoax. I wouldn't go so far as to call it that - there is no bill, but revisions are something to always keep a watchful eye on. I thought the video was fairly clear on that. The Copyright Office is still looking for input , so I would encourage you to send in your feedback anyway.
1. What are the most significant challenges related to monetizing and/or licensing photographs, graphic artworks, and/or illustrations?

Copyright law is about to change
For more than a year Congress has been holding hearings for the drafting of a brand new US Copyright Act. At its heart is the return of Orphan Works
What does this mean for artists? it means it will make it easier for infringers to steal artists works and harder for people who are making or trying to make a living out of art more difficult. This will effect every artist and all the artwork they have created, are creating, and will be created. Corporates, Big businesses, and publishers want this to pass to make money out off artists works without paying us artists for past, current, and future artwork.
Basic Facts About The Law Being Proposed
- “The Next Great Copyright Act” would replace all existing copyright law.
- It would void our Constitutional right to the exclusive control of our work.
- It would “privilege” the public’s right to use our work.
- It would “pressure” you to register your work with commercial registries.
- It would “orphan” unregistered work.
- It would make orphaned work available for commercial infringement by “good faith” infringers.
- It would allow others to alter your work and copyright these “derivative works” in their own names.
- It would affect all visual art: drawings, paintings, sketches, photos, etc.; past, present and future; published and unpublished; domestic and foreign.

There were claims that this video was a hoax, but Will Terry and Brad seemed to be telling the truth. Neither side of the argument stacked up due to a lack of evidence to support either side.
Me and my fellow Deviantart Users researched this matter further and eventually discovered that while, yes we should be vigilant and aware of what's happening to artist's rights, WE SHOULDN'T WORRY TOO MUCH about this so called "new copyright law".
Thanks to our combined efforts, this is what we found out:
While it's not a hoax, there has been much misunderstanding of the severity and implications of the report. What we initially believed to be a huge threat to artists is not as big a threat as we first thought. No, there is no bill. And yes, there is a notice of inquiry, but it will likely not affect usconsidering the amount of opposition that there seems there will be on both sides in response to some of the 'suggestions' in the inquiry.

This is great and means we don't have to worry about this 'legislation' after all!
However it is still VERY important to keep an eye on these things just in case.

It is not a bill yet, its an inquisition on how a new bill would affect us as artist. There is a group who has and is trying to change copyright law. this is the time to send your information in on what it means to you before it get rolled into a bill. don't wait till its on the congressional floor before you speak your piece because then it will be to late.

basically there was a scare going around that there was a bill before congress that would drastically change copyright law in a very bad way for artists, basically making it looser and making it easier to steal/alter people's works of art
there is not, in fact, a bill before congress that says this, just suggestions for lawmaking about things related to that

the digital copyright act was created 15 years ago, and the copyright act was created in the 70's. in no time soon will there be a copyright act like this without it getting overpowered by the goverments laws and the citizens. this happened either in 2008 or 2013.

The video explicitly says that there is NO LEGISLATION BEFORE CONGRESS, meaning THERE IS NO BILL WRITTEN. Meaning, WHY ARE YOU ALL PANICKING? This "law" or "Bill" hasn't even come into existence, this is essentially a BRAINSTORMING PROJECT with INPUT FROM THE PUBLIC AND THOSE WHO COULD AND MAY BE AFFECTED.
Calm the fuck down.

The problem is the length of the video and the amount of available information: Ain´t nobody got time for dat!
And so one misinformed party (who either didn´t watch the whole video or didn´t understand everything correctly) makes a journal and other deviants spread the false information, because obviously it´s very disturbing and threatening.
My inbox was full of warnings about this law the past two days.:/

Aw hell no! If this happens I am taking my art, and I'm leaving deviant art for GOOD! I'm not letting Disney have the right to take my work and use it for themselves because it's "Orphaned" works. All this does is give people who steal art a right to use it however they hell they want and get away with it. It will undermine the artist economy, and will basically destroy creativity. Nice work america. first this stupid nuclear deal, and now THIS.

Please don't take your work down. I have been raising awareness and seeking the truth on the matter for two days now. Thanks to the combined efforts of me and my fellow Deviants who researched this matter further, we now have the truth behind it all. To quote my FAQ journal from earlier:
Should I be worried/scared/hide my deviations/leave Deviantart?
While this is quite a big concern, it is very unlikely that it will be passed or ever become law, with the amount of opposition to the last one in 2008.
However, since it is only a 'notice of inquiry' at the moment, and due to this and a lack of media coverage, not many people are aware that this is going on.
But just to clarify, we are OKAY for now!!!
We are OKAY! There is nothing to fear!
Since the sections referred to in the Notice of Inquiry were just a few things in the suggestions section of the report, it is now looking very VERY unlikely that they'll ever become law.

I understand this, but when it comes to this sort of thing I would rather be safe then sorry.
I enjoy writing fan fiction, and while this may be not 100 percent true, i'm still keeping my journal up because I don't want Warner Brothers or someone at a company whose product I enjoy to start taking down fan art or fan fiction.
I want these companies to understand that they can't bully people around.

They would have no ground to do so—fan art/fanfiction is almost always distributed for free and they are derivative works. In addition, you own those works and reserve those rights, Warner Bros. and other companies only reserve the rights for the original works. If they do take it down, you can sue them for infringing your rights.

The whole SOPA/PIPA thing is way different than this. SOPA was an actual law that Congress was considering/looking at. This 'new' copyright act is nothing more than an experimental-esque thing or a brainstorming project to get public input. Also, big companies like Google and Wikipedia acted on the SOPA thing with Blackout/Censor Day, which got the attention of other big companies. This copyright thing isn't even publicly recognized by those companies.
Basically, SOPA was real, the copyright thing was an exaggerated scare. There was nothing to be safe than sorry about to begin with.
