No, a bootleg game is a pirated version of a real game. This is a homebrew, which is an original game unofficially made for a system. Funny thing is, the game is based off of a creepypasta.

It's a trollpasta called "Pokemon Crazy Diamond". It was deleted from the Creepypasta Wiki, but Furbearingbrick (an admin) is considering putting it back up.
The basic plot is that some guy gets a bootleg 3DS Pokemon game based off of Pokemon Red at a flea market. The game is littered with Pink Floyd references (wut), and Pikachu is a Rock/Electric type and also the starter. Also, the White Hand appears as a Ghost type Pokemon in Lavender Tower. The Ghost from Lavender Tower is now catchable. Anyway, the Buried Alive sprite is a trainer with two White Hands as his Pokemon. If you defeat him, the game ends. The creepypasta then has a cliched ending of the guy going back to the flea market and getting killed by the Lavender Town Ghost. Anyway, someone made a real version.
