A small tutorial I did for friends of mine to help them :>
*I used in this tutorial Paint tool sai*

Steps to help you understand better

Step 1:
Base color.
Step 2:
Using the marker tool on the same layer with a darker color making strokes as the red line shows.
Step 3:
Same as before only with darker color.
Step 4:
With the base color doing strokes outside as the red line shows.
Step 5:
Same as the step before only with a lighter color.
Step 6:
With a brighter color making a circle and with water tool blending it only down.
Step 7:
Using brighter color doing making lines in the directions as shown in red.
Step 8:
Using white making lines as shown in red.
Step: 9
On a new layer draw few bangs of hair and shade them a little to make them look more "alive".
