Okay, I don't know much about DragonBall or anything about this character, but I can certainly give you a few pointers for your art.
For one, I really like his facial expression. From that and the pose, you can tell what kind of character this is, and that's great. Your anatomy is also pretty good as well.
The only thing I'd suggest is solidifying the pink lines rotating around him as not to overlap the lines on his body and not making his hair see-through (unless that was intentional). You can also add some shading around the pink lines to show movement, and on the folds on his clothing and around his fur.
All in all, great piece! I can tell you're an excellent artist!

Thank you for the suggestions I am happy for the feedback. The shading and the hair was intentional I was just being lazy only doing flats and a few highlights, the pink lines I may not have made them transparent enough that was the effect I was going for. Truth be told my rendering abilities suck, I know the fundamentals of proper shading and lighting, I just haven't found a way I can translate that into my digital work. Give me charcoal and paper and I can go to town but digital is a challenge for me. Again thank you for the feed back I don't feel like I am in the dark so much now.
