Why doesn't the black go under my line art?! WHY?!The tan and the black are on the same layer. So why doesn' the black go under my lineart? TELL ME

If you have your lineart on multiply, I see the problem. Black is the darkest shade, and multiply just makes the colors underneath it a shade darker. As nothing can go darker than black, the lines aren't going to show up.
You could change the color of your lineart or set it on "normal" (possibly darken, but I don't know what the results would be, exactly), if you have your heart set on using the color black. However, a quick compromise in color choice is probably your better option. You can work in a lighter color so you can see if you're still in the lines while working, and change it later. You could even use the lack of lines to your advantage for the background, and make a black rectangle that fills it and hide it while working.
It's nothing to fret about, dear <3. There are a ton of ways around it.

But my lineart's not on multiply.
Bah. I guess I'll just go with like, a 90% grey or something. I just wish I knew why.

I...I don't know. I'd say it would be because the black is the same color as the lines, but they're a bit lighter so...
