Well, Alongside with Doc Youka and her 2 Assistants, this police character, Ryujin was supposed to be anothr one of the Action Planet NPC that serves as a Cop Prodigy to protect the Planet free from crimes and all!All little information about him is that he serves as a police to the heroes in Action Planet to help catch bad guys! At the same time, he was assigned to catch the Rebelz. As far as he tried to catch them on illegal act or something they would do to wreck havoc, he in the end caught them doing the RIGHT things. Gradually, he doesnt view them as enemies but instead a group of troublemakers that he can get along with and friendly with, though he can still get pretty irritated by their shenanigans. Lets just say the relationship is like Luffy and Law
Why he was rejected? Simply put... He is more suited tk be a rebel then just an Action Planet NPC. And plus i want to keep all Action Planet NPC as a mean characters that looks down on the Entities. But however, who say he wont appear again? Who knows, I might reuse him as someone else
