Always wanted to post a fan-comic explanation for this.
Around the Chuunin exams, dub Naruto stopped 'believing it' and this is how I think it happened
-- via good old fashioned intervention.
This little comic here was tough, probably because of all the characters. I don't think I've ever drawn so many on one page. I now have a new respect for Kishimoto's character designs.More pics to come

It eventually worked : p Viz Media scrapped the catch phrase in later Naruto episodes, and Naruto says it at very rare times. The last time I remember it being said was by Mecha-Naruto in Naruto Shippuden: Ultimate Ninja Storm Revolution.

The "Believe it!" in Japanese is Dattebayo. It is similar to Dattebane because both are a verbal tick which are usually spoken without thought.
Basically Naruto has to try very hard to control it.
