The Inquisition, from [link]The Inquisition was Hell's star employee of the century, two centuries in a row! However, something went terribly wrong in the late 1700's and she is said to have lost most of her potential, status, and possibly sanity since then; she's kept locked up. Speaks almost exclusively in questions.
The text around the frame is supposedly the Latin equivalent of How much wood could a woodchuck chuck if a woodchuck could chuck wood?

Inquisition looks pretty cool in this pic, She is one of the best conflict causing characters I have ever read in a comic series. The best part is she doesn't even know how annoying she can be.
