Agreed, the shorter seasons kept a fast pace but I feel like they sacrificed character exploration in exchange. Kuvira greatly illustrated how Korra had grown and their similarities created good interaction

yeah... i would've loved 20 episode seasons. not only could we have gotten a better picture of kuvira, but we also could've gotten more backstory on zaheer and p'li, who only got like, a sentence :/
