As a commander class SWATBOT, Vulcan is programmed with free will and high tactical intelligence in order to successfully complete any mission with the team he is assigned to. Vulcan obeyed Robotnik's orders without question until he saw one of his soliders kill an innocent Mobian civilian. In a fit of rage he killed his SWATBOT soliders and vowed that he'd never follow Robotnik and promptly surrendered. Willing to provide tactical information in exchange for taking the fight to his former leader he was allowed to join a branch of the Secret Freedom Fighters. While some welcomed the fact that Vulcan had switched sides some others were still suspicious of any alterior motives(A blue blur to name one of them). Nevertheless, Vulcan continues to provide tactical information and small training to any new Freedom Fighters he comes across, especially his two friends Skyflier and Blox.

The red dots on his left shoulder pad indicate his number of Eggbot kills under his belt.
