V is a 5'11" anarchistic terrorist/revolutionary against the Norsefire government of a post-World War 3 United Kingdom. He is an Expert in Hand-to-Hand Combat, Knives, Knife Throwing, Swordsmanship, Firearms, Explosives, Poisons, and Improvised Weapons; he has Enhanced Intelligence, Reflexes and Agility; Superhuman Strength, Stamina, Durability, and Speed; and he is a master of Stealth and Disguise, able to impersonate others and disguise his voice. V wears a bulletproof Guy Fawkes mask and a steel breastplate; and he wields Daggers, various Improvised Explosives, Poison Syringes, and a Concrete Injection Device that he used to seal a door.

Walter Kovacs, aka Rorschach, is a 5'6" ultra-right wing costumed vigilante in a pre-World War 3 United States. He is an Expert in Hand-to-Hand Combat and Gymnastics, and a Master in Improvised Weapons; he has Peak Human Strength, Speed, Reflexes and Intelligence; Superhuman Stamina and Pain Tolerance; and he is an Expert Investigator, able to come up with a broad range of theories on people and draw elaborate conclusions based on small bits of information, though he isn't always accurate. Rorschach wields a Grappling Hook Gun that allows him to climb tall buildings, and can also be used as a weapon.
