(using adobe photoshop)
I selected the base colour of mew and used an effect called outer glow.
In this option you can control the spread, the opacity and what colour.
It didn't really look like much of a glow until I enhanced the colours using saturation however.

I do have a youtube, but at the moment its not even worth subbing lol, theres nothing there,
Hopefully when I get a bit better with flash I will make proper decent animations.
