On the Japanese website it said she's supposed to be native to Australia, I believe.
I think it's just the American translation that says the whole latinia-thing, not to mention the english voice actor with the british accent..
then again, you could just choose to take it as a case of 'lol japan'.
Bless you for doing fanart of her, by the way. She's my favorite character from the game by far but a lot of people seem to dislike her and she subsequently gets little art. :<
