Mikdas (ミクダス Mikudasu) is a wanted criminal from the future that went back in time to not only see the Desire Grand Prix as an member of the audience, but also to participate in the game by himself, becoming Kamen Rider Fuurou (仮面ライダーフウロウ Kamen raidāfuurou). However, because of his design ability, he won 13 editions of the DGP by cheating without being noticed by the staff. After that, he used the power that he gained from his 13 wishes to be able to revive most, if not all, of the DGP players to try to defeat him and prove them worthy of living in a perfect world he would create, calling this the World Reset Game (ワールドリセットゲームWārudorisettogēmu). Raito Tsumida/ Kamen Rider Camino was able to defeat Mikdas as well as stop the World Reset by uniting all the power of the Riders that participated alongside him in previous DGP editions: Onikuma, Tuner, Nazma, Bowtan, Coil, Goalie, Rabyon and Scratch, as well as special trinkets that Camino obtained during a dream-like sequence after interacting with Legend Riders and Rangers.

Fuurou transforms using the two parts of the Fuurou Hurricane Raise Buckle (フウロウハリケーンレイズバックル Fuurou harikēn reizubakkuru), that grants him the power of wind manipulation on top of the power he got from all his victories, as well as access to a Beast Mode. His main finisher with this form is the Hurricane Grand Victory (ハリケーングランドビクトリー Harikēn gurando bikutorī), a single dropkick that uses the power of wind, accompanied by several images of himself.

Trivia:
- Mikdas's name is derived from the japanese word Mikudasu (見下す), which means "to look down on", referencing his power thirst and arrogant behavior as well as fitting with the origin of other future people related to the DGP in Kamen Rider Geats.
- His Buckle's wind powers are a reference to Fuujin, the japanese god of wind and brother to Raijin, the inspiration for Camino's Divine Camino form.
- His rider form's name is derived from the Japanese words for Wind (風 Kaze, but can also be read as Fuu) and Wolf (狼 Ookami, but can also be read as Rou).
