Nagamel (ナガメル Nagameru) and Yosomi (ヨソミ Yosomi) are the Game Masters of the first two games shown in my original Geats universe in which none of the canon characters exist.
Nagamel is a mysterious man that has an obsession with maintaining the order of the competition. He invades the fight to punish a player with an unbelievably large winning streak to win the DGP, but is retired from his position after doing so.
Yosomi, however, is an interesting case. She is the true identity of Shoko Kenbou/Kamen Rider Crowgah, that because of unknown reasons, got out of the DGP and lost her memories after being severely injured in a robbery involving a man that she would find out to be Raito Tsumida/Kamen Rider Camino. Yosomi is truly a part of the Desire Grand Prix staff, that was chosen to be the Game Master after being eliminated in the game and saved by Guard Riders from being transformed into a Jyamato.

Kamen Rider Stare uses a white and blue form, while Looker uses a gray and blue with half of her memories in her own special Geats Extra: Kamen Rider Looker and a black and blue one with all memories intact in the main series.

Fun Gact: Nagamel's name comes from Nagameru (眺める) that means to look on from the sidelines, to stand by and watch, or to observe in japanese, along with a word play with Gargamel, the villain of The Smurfs, to indicate his more villanous attitude.
Yosomi's name ,however, comes from Yosomi (よそ見) that means looking away or looking aside, referring to her switching sides.
