Technically, Wily is only responsible for the ones from 2, 5, 7 & 8, which equal to 32, 35 if you want to include the Mega Man Killers. Dr. Light made the ones from 1/Powered Up, 9 & 10. Dr. Cossack made the ones in 4. He co-developed the robots in 3 with Dr. Light. The ones in Mega Man & Bass are independent creations aside from Tengu Man & Astro Man. The 6 RM's were from different creators modified for the tournament. The Stardroids were ancient machines Wily reconstructed, as was Shadow Man from 3.
