Description
The old style Andor-Class Torpedo Frigate proved it's keep during the Federation-Cardassian border war in the 2350's. At the end of the war, Starfleet Operations retired the Andor-Class as part of the peace agreement between the Federation-Cardassian in 2361. However in 2365, the Cardassians withdrew from the Federation boarder but a more deadly enemy was introduced. The Borg.
Not soon after, the Androian Imperial Council negotiated for the reinstatement of the Andor-Class, but since no response came from the Cardassian Central Command; Starfleet commissioned the Andor II-Class Torpedo Frigate and later developed the Quantum Torpedoes to replace the Class-V Photon Torpedo's in response to the Borg Threat. When the Cardassian D'Kapa Council finally responded in protest, the Federation Council stated the development of such a class of starship was a matter of internal security.
