Description The Peregrine Class Frigate is a TMP era design by John "InPayne" Payne. And is Starfleet's answer to the Romulan Bird-of-Prey.

Well, it was based off of the the Romulan bird of prey. So it's possible, they still had the one that Kirk stole, to work from.

As electronic devices, transponders can and will fail- say, if the combat were to occur in the Mutara Nebula, an environment that interferes with a ship's sensors.

Not to mention that starships don't identify each other by configuration alone. Hull composition can also be used to identify a ship's manufacturer, so even if this ship's transponder were to fail, it could still be identified as a Federation vessel. In the event sensor scans are unavailable, a visual identification could easily be made.
