I have a simple method for gaining Fenris's approval (Even though I hate him)
I don't take him anywhere, unless I know there's personal a quest for him, and I save before each conversation, and replay it until I come out with a result that nets me Friendship with him (Although why anyone would want to be friends with Fenris is beyond me. He's an anti-mage bigot.)

I managed to +100 Friendship the both of them. Very careful questing was done. In fact, any quest section that involves killing or interrogating slavers will get friendship outa the elf.

You recruit all your potential friends/rivals in Act 1. You probably missed a quest! Fenris is sneaky like that.

Ohoh! Well i managed to wiki that thing up earlier this afternoon and did a small NOOOOOUUUUUUUUUU moan in my head. Luckily for me, I always carry multiple saves and left a save before the journey in the event I wanted Carver to be a templar....pffft, but hell no! I dont want that shit ever! So yeah!
I definitley need this guy around. Without carver in the party I will need another warrior.

I missed Fenris in my first game. The second game came along and then, suddenly, he appeared and I had an insta-nosebleed. I never sided with mages after that.
