Finally after such a long time I managed to do this tutorial.I made a promice last year to finish Aqua tutorial part 2 but as the tutorial is pretty big plus i have forgotten some photoshop techniques I have used for that illustration.
However I'm making more tutorials soon on tips that you guys want to learn. Plus youtube is a great source to learn any techniques on photoshop, thus I've achieved the quality of my Aqua work but have forgotten those techniques quickly =[
Anyway I hope this tutorial is usefull for you, so keep practising your skills and enjoy your time!

Wow, thank you for making such an easy tutorial to understand! Β A lot of times when finding tutorials, they either seem to jump steps or make the tutorial system specific (SAI, Photoshop, etc) so this was really nice.

I have been looking for a water tutorial, though will this work for blood as well? I am not sure since blood is a little thicker than water the behavior would be different?

oh that's great =] Well, blood's looks are different, because the colour is bold and not transparent like water plus it's indeed thicker. I'll say you'll need to find another tutorial on blood splat painting. I actually had blood splatters brushes =] i got it by googling and it's good! =]

Can these methods be used for Paint Tool SAI? Or do I have to use Photoshop?

i used to use SAI but i didn't like it at all, so I use photoshop only. =]
well if u'll find similar brushworks on SAI (which im sure u can find) then u can replicate this image on SAI too =]

I'll see if they have it..I don't know I personally find SAI so much easier and less of a headache for me than Photoshop..
