My Pentax AF-540FGZ camera flash gun used in wireless mode clamped on a sign that's a waring about the depth of the water.

Off the camera flash must be great.. How do you remotely trigger yours? With canon, you need a special transmitter

Pentax uses the small built in flash on the camera to "talk" to the other flashes. The good thing about that is works with all Pentax flashes and it's for free. A downside is that if the camera and flash cannot see each other (or rather each other's light) it doesn't work. But that has not been a big problem for me. Sometime i have to use a white piece of paper as a "mirrorr" so the flashes can pick up each others signals.
It's really great to have wireless flashes. When i got my first camera with that function i took these pics: [link] and [link]

I think nikon does it best. The D70 used a radio controller built into the flash.

I'm sorry but you're wrong. Nikon also uses the popup flash to controll their external flashes wireless. It's just the same as Pentax. You can also buy an infrared controller to the Nikons (if you have one of the cameras without built in flash).

So what do the nikon people mean when they say "commander mode". Does the flash not flash as brightly? I was under the impression that it was a radio signal

In commander mode the on camera flash does not flash when the picture is taken, it flashes just before to control the other flashes wireless.
