Personality: Cheery and over-enthusiastic about learning. Can be literal, has no experience with dating, has awkward social skills, and is a spastic nerd in general. Can often be heard happily talking to herself as she takes notes, even in the dead of night. Has the ability to make grim situations sound maniacally positive ("Well, you may all die tomorrow, but look on the bright side. All of your cadavers can be utilized for science!") and makes inappropriate observations ("A Growlithe attack was strong enough to give you a permanent limp? That’s amazing~!"). Despite the number of textbooks and scientific journals she has read, she alas cannot read the atmosphere.

Backstory: Attends a university on scholarship at Striaton City and often helps in her professor's lab, which is located at the university's second campus in the same area as the Dreamyard of 160 years later. Her professor, Professor Dapperling, while brilliant, has a poor reputation due to his last attempt of trying to arrange Pokémon in a phylogenetic tree (despite his efforts, he could not explain how type differences came into effect and was mocked by the rest of the scientific community). However, Felicity still has faith in him, and has volunteered to take his place on the front lines to collect data for his current research project.

The new military developments in both the Johto and Kanto regions has sparked intrigue about the applications of Pokémon, and Felicity's professor believes that crucial information can be gathered about how the mons live and behave. She also shares his interest, and is eager for her first research assignment. None of the other professors at her university gave her the opportunity due to her habit of accidentally blowing up lab facilities during in-class assignments, but this time she'll prove to them she is not an incompetent scientist. They'll see!

She maintains her region's (current) neutrality in this war, and claims to have a permit to cross enemy lines while going between Kanto and Johto military camps. She only knows the location of where she is going right before she travels - Felicity only gets the coordinates for a Kanto camp after she has left Johto territory and vice versa. Such information is handled by her professor since he is in somewhat good relations with both sides (how else could he initiate such a crackpot research project?). The motive for the project is simply to collect the most information possible about Pokémon, so her professor thought it would be best to have the largest amount of samples possible. And let's face it, to a scientist, having two initially similar pools of data is a godsend. It could even be an experiment, comparing how both sides fare in the mons' development. So exciting~!

The only drawback is that because neither side trusts her to keep her mouth shut when discussing Pokémon to the other team, they restrict how much info they give her or allow to record. They also never divulge battle strategies or new developments concocted by the military Science and Research department. Either way, this double-dipping strategy is starting to look counter-productive...
Edit - Results of Round 2: Because Unova has shifted allegiance to Kanto, the university will no longer permit Felicity to cross the border into Johto and double dip. She is to stay in the Kanto camp and continue Professor Dapperling's research there until further notice. Fels is deeply sad that she can no longer see the Easter Lagomorph of Johto. ;n;

Misc: The way she parts her hair always changes because, no matter what, some strand sticks up, so she has to use hair clips and bobby pins regardless. She is also blind without her glasses and shares inappropriate biology facts while someone is eating their dinner ("Hey, did you know that cheese is made with enzymes from the fourth stomach of a Miltank~? Uh, are you okay? You don't look so good..."). Despite stating she wants to study ALL of the Pokemanz, she still has a fear of bugs ("Oh the hardships and sacrifices one must make for science...").

Because of her region's questionable neutrality, and the fact she is visiting the opposite team, neither side has granted her a companion. Her university also does not allow it since it would compromise her safety (those critters are still unreliable at this stage). She prefers it that way, though, because it gives her the excuse of studying everyone else's mons instead. Plus, her dorm never allowed pets.
In fact, for a list of things Miss Meyers is not supposed to do, as stated by her university to ensure the safety of one of their piggy banks students, here are some of the rules:
• She is not to interfere with the war plans of either side, and is not to compromise those plans or their military's position.
• She cannot own a Pokémon.
• She cannot go on the battlefield.
• She cannot intentionally pick fights with service men and women.
• She is to obey all restrictions set by superior officers on site as long as they do not fully inhibit permitted research parameters.
Whether or not she'll actually follow these rules will remain to be seen... (SPOILER: She'll likely end up following all of them. Herp derp.)

So this was going to be my first NPC, but then John came along and stole that spotlight. I also went traditional since I had brought my Roseart markers with me after visiting my house over winter break. Then I remembered how much I sucked at coloring with markers, as well how scanners NEVER scan the colors right. ;u;

Kind of iffy on how believable this character is, so don't be surprised about changes. :'D I intended for her to be a character that alternated sides between rounds or something, and she’ll probably start on Kanto’s side for Round 1/2/whatever-round-it-is.
