Obviously made in MS PAINT, specifically using the preset shape tools.
We also have a spray can and fill bucket as well

I also used Photoshop Elements 6.0 for this. Usually when I make the bases I trace an outline in a specific color and use that for the selection tools. I use that to get the original image away from the outline more easily since just filling in the image takes too much time, and then take it back to Paint. I then usually just color in the base and shade it if I feel like it. I didn't touch the spray can, though.
